There are a number of ways to extract a list of globally unsubscribed users.

The document "How Can I Extract All Globally Unsubscribed Users Across The Entire Organisation?" explains how to generate an extract of all unsubscribed users by using our target expression system.
A global unsubscribe column is included in the Generic Data Extract. Refer to this document about extracting subscribers for more information.
