Can I still send emails to unsubscribed users?

This is generally not possible depending on how the subscriber has unsubscribed. If the subscriber has globally unsubscribed, you will not be able to send any activities to this user unless they explicitly ask to be re-subscribed with their permission.

If the subscriber has unsubscribed from a particular list (rather than globally unsubscribing), then you can continue to send activities to this user if they are subscribed to other lists.
